MENG Qingguo

Dr. MENG Qingguo is a professor at the School of Public Policy and Management (SPPM), Tsinghua University. He is currently the executive president of Institute for Governance Studies at Tsinghua University, director of Liberal Art Development, and director of Tsinghua Institute for Internet Governance. He also serves as the director of SPPM E-government Lab and Future-government Research Centre. He is also a member of the National E-government Expert Committee and an adjunct professor at Chinese Academy of Governance.


In 1999, he began working as a researcher at the Development Research Academy for the 21st Century and the Center for China Study at Tsinghua University. From 2003 to 2004, he’s a visiting scholar at the Harvard Kennedy School of Government. His research mainly focuses on public policy, government reform and innovation, e-government, and performance management.


Dr. Meng leads more than 70 research projects supported by the National Social Science Fund and the central government. He has published over 10 books. More than 150 academic papers are published in Chinese and International journals. He has won many awards and prizes for his work, including Outstanding Teaching Award of Tsinghua University (first prize) and Outstanding Research Award of Ministry of Education.
