Artificial intelligence (AI), known as the cornerstone of the fourth industrial revolution, might exert much more influence on social productivity than the steam engine, electric power, atomic energy and Internet which are the main drivers of the past industrial revolutions. However, since the advent of AlphaGo, there have been endless debate on the impact of AI on ethics, privacy, employment and security. Some famous scientists have even warned that “AI might be the last invention of human”. Thus, many countriesstart to put emphasis on governance of the social impact of AI while issuing AI development strategies, so as to strike a balance between social development and risk control. However, the academia and industry have not reached a consensus on the definition of AI governance and the way to compare and evaluate the level of AI governance in different countries, which restricts the development of AI international governance. This project conducts research on:
(1)Basic information about AI international governance
This project gives a basic definition and knowledge graph of AI governance, summarizes the basic characteristics and overall situation of AI international governance, and analyzes practices of AI governance conducted by major international organizations, countries, sci-tech enterprises, and academic organizations.
(2) Establishment of AI governance evaluation system
Referring to the past evaluation frameworks, this project defines the basic objectives, principles and methods of evaluation of AI governance, judges the key dimensions of the evaluation and their relationship, and proposes a comprehensive evaluation framework of AI governance.
(3) Evaluation on AI governance of major countries
With the abovementioned evaluation system, this projectconducts an evaluation on AI governance capacities and effects of major countries (including China, the United States, the United Kingdom, Germany, France, Japan, South Korea, Canada and India), and compares their respective characteristics, advantages and problems from different dimensions.
(4) Policy recommendations on the promotion of AI international governance
This project summarizes the common problems and challenges of current AI international governance, draws lessons from the best practices of AI governance in different dimensions, and puts forward countermeasures and suggestions for China and other countries to improve their AI governance level.
