On February 19, 2026, Chen Jiachang, Vice Minister of Science and Technology of the People’s Republic of China, attended the AI Impact Summit held in India and delivered remarks at the plenary session. He presented President Xi Jinping’s Global AI Governance Initiative and outlined China’s achievements in AI innovation and development.
Vice Minister Chen highlighted that AI is advancing rapidly and has become a key driving force in the latest wave of technological revolution and industrial transformation. While AI brings opportunities for economic and social development to all countries, it also presents risks and challenges that must be navigated together. He emphasized that China is committed to working with all countries to implement the United Nations resolution on “Enhancing International Cooperation on Capacity-Building of Artificial Intelligence,” advance global AI development and governance, support AI development in Global South countries, and work toward a community with a shared future for mankind.
The Summit was hosted by India and gathered representatives from over 100 countries, regions, and international organizations. On the sidelines of the event, Vice Minister Chen held bilateral exchanges with representatives of various countries and international organizations on global AI governance and collaboration in scientific and technological innovation. Officials and expert representatives from the Ministry of Foreign Affairs, the Ministry of Science and Technology, and the Chinese Embassy in India also attended the Summit and related activities.

Liang Zheng, Vice Dean of the Institute for AI International Governance (I-AIIG) at Tsinghua University, served as the Chinese expert in the Summit’s “Resilience, Innovation and Efficiency” Working Group. He participated in multiple rounds of preparatory consultations and contributed detailed recommendations on both the working group outcomes and the Summit's final documents.
Wang Jingyu, Assistant Researcher at I-AIIG, joined the Chinese delegation to India as an expert representative to attend the working group meetings. He also participated in the official side event, “Frontier AI Safety Science Dialogue,” co-hosted by AI Safety Connect and the Brookings Institution, and held meetings with experts from the University of Oxford and other institutions.
