Nowadays, new economy business models represented by “knowledge economy”, “digital economy”, “sharing economy” and “intelligent economy” are emergingone after another, bringing new opportunities for China to realize the innovation-driven development of high quality. However, the rapid emergence of such models has incurred a series of problems, such as invasion of data privacy, algorithm discrimination and employment substitution, posing severe challenges to the governance system formed in the era of traditional industrial economy: On the one hand, excessive regulations on new technologies, models and business forms might stifle innovation; on the other hand, no limitations would turn them into fields beyond the law and give rise to serious consequences after long-time accumulation. Zhongguancun, as an iconic high-tech industrial park in China for a long time, shouldseize the opportunities brought by the new economy in transformation and development of the new era, strive to explore the inclusive and prudential supervision mechanism with an aim to become the leader ofthe development of new economy. Thus, this project, through the research on new economy-related enterprises in Zhongguancun, discusses problems existing in supervision found during the initial period of new economy, focuses ontheanalysis of the development status and problems of invisible champion and unicorn enterprises, compares and learns experience of supervision on new economy at home and abroad,and puts forward policy recommendations on the adoption of inclusive and prudential supervision, so as tobetter guide and regulate the rapid development of the new economy.
