International AI Cooperation and Governance Forum 2020

The inaugural International AI Cooperation and Governance Forum was held on December 18-19, 2020, hosted by the Institute for AI International Governance of Tsinghua University with UNDP as the international supporting partner. Themed “International AI Cooperation and Governance in the Post-COVID World,” the forum brought together a total of 70 guests from international organizations, governments, universities, research institutions, and businesses, and attracted more than 200 participants online. The outcome paper of the forum - The White Paper on the Tsinghua University International AI Cooperation and Governance Forum 2020 (Chinese and English versions) was released during the G20 Summit in 2021.

The International AI Cooperation and Governance Forum 2021 took place on December 4-5, 2021, hosted by Tsinghua University with UNDP as the international supporting partner. Themed “To Build a Balanced and Inclusive AI Governance System,” the forum convened over 70 experts and scholars, representatives of international organizations and businesses from 20 countries including China, the US, the UK, Australia and Japan, and attracted over 500 participants online and offline. The forum also received extensive media coverage, with more than 160 news reports launched. The livestream sessions received a total of 3 million views.

The International AI Cooperation and Governance Forum 2022 was held on December 9th-10th, 2022, hosted by Tsinghua University with UN agencies as international supporting partners. With the theme of ‘AI Governance and International Cooperation for a Resilient Future’, the forum attracted more than 100 experts from over 20 countries. More than 100 news reports covered the event and the livestream sessions received a total of over 7 million views.



International AI Cooperation and Governance Forum 2023

The 2023 Forum was jointly organized by Tsinghua University and The Hong Kong University of Science and Technology (HKUST) and gained support from organizations worldwide including UNDP China, UNESCO Regional Office for East Asia, and UNU Macau. It also attracted representatives from government departments in the European Union, Singapore, Brazil, South Africa, and Malaysia. The Forum brought together over 50 world-renowned AI experts, industry leaders, government representatives, and international organization delegates to explore the opportunities and challenges brought by cutting-edge technologies such as generative AI and discuss strategies for building a comprehensive global governance framework for the new technology. Keynote speakers included: Yoshua Bengio, a Turing Prize winner, Professor of the Université de Montréal; ZHANG Bo, Honorary Dean of the Institute for Artificial Intelligence at Tsinghua University and CAS academician; GAO Wen, Director of Peng Cheng Lab and CAE Academician; DAI Qionghai, Dean of the School of Information Science and Technology at Tsinghua University and CAE Academician; GONG Ke, Executive Director of Chinese Institute of New Generation Artificial Intelligence Development Strategies; Director of Haihe Laboratory of Information Technology Application Innovation; GUO Yike, Provost, HKUST; Academician of the Royal Academy of Engineering, the European Academy of Sciences, and the Hong Kong Academy of Engineering Sciences; Brad Smith, Vice Chair and President of Microsoft; Dame Wendy Hall, Regius Professor of Computer Science at the University of Southampton; a Fellow of the Royal Society, the Royal Academy of Engineering, and the ACM.

International AI Cooperation and Governance Forum 2024

The 2024 Forum was jointly organized by Tsinghua University, the National University of Singapore (NUS), and The Hong Kong University of Science and Technology (HKUST), opened at NUS. With the theme of “International Cooperation on AI Governance,” the Forum gathered over 60 world-renowned artificial intelligence (AI) experts, scholars, industry leaders, government representatives, and international organization delegates to explore the establishment of an open, inclusive, and mutually beneficial international AI governance framework. Other highlights of the Forum were the panel discussions chaired by the Forum’s supporting partners - I-AIIG, AI Singapore, AI Verify Foundation, Hong Kong Generative AI Research and Development Center, and Concordia AI. Discussion topics included International Cooperation on AI Governance, AI Safety, AI Ethics and Governance, AI and the Future of Work and Education, AI Industry Development and Governance, The Public Sector and AI, AI for Law, and AI for Sustainable Development. The Forum also gained support from organizations worldwide, including UNDP China, UNU Macau, and Infocomm Media Development Authority. Scholars from renowned institutions, including Stanford University, University of Southampton, Technical University of Munich, University of Melbourne, University of Surrey, and Sungkyunkwan University, as well as senior executives from well-known scientific and technological enterprises such as Microsoft, IBM, Tencent, and LinkedIn, joined the Forum.

The 2025 Forum was jointly organized by Tsinghua University, the University of Melbourne, the National University of Singapore (NUS), and The Hong Kong University of Science and Technology (HKUST). The International AI Cooperation and Governance Forum 2025 launched at the University of Melbourne on November 27 (Wednesday), bringing together leading scholars, policymakers, industry executives, and representatives from various international organizations to discuss the role of global collaboration in shaping a safer, more inclusive AI future. This year’s theme was “Inclusive AI: Who Builds, Who Benefits?”The two-day forum featured one plenary session and seven thematic panels. Nearly 100 experts from China, Australia, Singapore, the United States, the United Kingdom, and New Zealand participated in the event, alongside representatives from the UN, leading universities, and major technology companies, including Microsoft, Google, and China Telecom. The discussions will continue on frameworks for responsible AI deployment, cross-border governance cooperation, and the foundations for an internationally trusted AI safety baseline.
