
SUN Leihua is a Postdoctoral Fellow at the School of Public Policy and Management, Tsinghua University, the Center for China Science and Technology Policy, Tsinghua University, and the Institute for AI International Governance, Tsinghua University.
He received his Ph.D. from the School of Management and Economics, Beijing Institute of Technology, in 2023.
He serves as an Adjunct Researcher at the Strategic Research Base of the Ministry of Education: Center for National Defense Science, Technology Innovation and Education Development Strategy, Beijing Institute of Technology. He is also a Senior Researcher at the University–Enterprise Integration Professional Committee of the China Technology Entrepreneurship Association, and a member of the Chinese Association of Science of Science and Science and Technology Policy.
His main research interests include digital and technological innovation management, national strategic science and technology capabilities, and the public governance of emerging technologies.
He has been deeply involved in more than ten national- and ministerial-level research projects, including the National Science and Technology Major Project (Project 02) Strategic Research Program, General Programs of the National Natural Science Foundation of China, and “14th Five-Year Plan” integrated development strategies of higher education institutions.
In terms of policy research, two policy briefs led by him received written instructions from ministerial-level leaders; two planning projects in which he participated were adopted by the Ministry of Education and a municipal government; and four policy briefs were adopted by the Ministry of Education’s “Expert Recommendations”, and submitted to central leadership and relevant government departments for decision-making reference.
His academic work includes over ten papers published in leading Chinese journals such as Economic Research Journal and Management Studies, Science & Technology Progress and Policy, and China Science and Technology Forum.
